I recently purchased Vista 21iP and am quoted $14/month fee for central monitoring that includes ability to remotely control my system.

Does this mean that I will get access to to program my sensors and zones as well?

You have to have dealer access to Alarmnet Direct to do anything as far as programming/registering your IP or GSM communicator.  This is something that the central station will do for you, and you shouldn't have to change any communicator settings after it's working.  You'll need the latest version of Compass and a computer  with an internet connection.  It'll probably be less of a hassle to program through the keypad.
